All three variants of the buckets can be found in/around the ship. However, a "bucket of water", such as those found on the Lady Vengeance's deck, can be crafted using an empty cup to get the correct "armor bucket", and then planted. Many buckets that are non-armor are not craftable into seed buckets, and are useless. The buckets useable for herbs are specifically the buckets that are labeled as "Armor" type. Mostly the gardening stuff, but also some new potions. He's also got a book laying around that teaches a BUNCH of new plant-related recipes.
